Assessing the Capacity of the District Office to Implement National Policies and Programmes.
This research focuses on the third leverage point, specifically on the capacity of districts to implement national policies and programmes. Its purpose is to establish the extent to which – and how quickly – districts are reorganising to meet the new district prototype enunciated in the DBE Guidelines for the Organisation, Roles and Responsibilities of the Education Districts.
Four primary reasons for which district capacity is regarded as important are identified:
- Education districts play a critical role in mediating between the system and the schools
- Districts create an environment for schools to operate effectively
- In South Africa, districts have historically received limited attention
- Districts will not be effective without the required capacity.
