captial development informed by South Africa’s development policies and strategies.

The key intention of this document is
to provide an actionable, integrated
and aligned national Human Resource Development (HRD) Plan for South Africa based on the challenges related to human resources (HR) and skills development, and to identify and remove key strategic and systemic blockages.
